On June 14, 2016, your Board approved an on-call services contract with Stearns, Conrad and Schmidt Consulting Engineers, Inc., dba SCS Field Services, (SCS) to provide specialized monitoring, maintenance and regulatory compliance engineering services for compliance with the Monterey Bay Air Resources District permit requirements and state and federal regulations.  SCS also performs landfill gas collection system balancing, repairs and upgrades in order to meet the County’s contractual obligation for gas delivery to the Ameresco co-generation power facility located at the Buena Vista Landfill.

 

Gas extraction system improvements are necessary to remediate and control subsurface gas migration along the northwest perimeter of the Buena Vista Landfill.  This mitigation work, which has been approved by CalRecycle, requires the installation of three (3) gas extraction wells in the native soil outside the perimeter of the landfill and an one (1) extraction well within the landfill refuse area.  Connection of these new extraction wells to the existing gas collection and control system and associated pipeline grading is included with this work.  Installation of these wells is necessary to keep the landfill in compliance with the State by improving gas collection and controlling surface emissions and subsurface migration of gas off-site.  The cost of this mitigation work is $72,000.

 

In addition to the mitigation work required above, SCS is needed on an ongoing basis to perform minor repairs and maintenance on the landfill gas system including replacement of aged and damaged wells and pipes, re-grading of pipes due to landfill settlement, and maintenance on condensate sump pumps.  The current agreement contains funding for this purpose and other emergency needs, but it is anticipated that and additional $25,000 per year is needed to insure the gas system is repaired and maintained to proper working condition.

 

Attached for your Board’s consideration is an amendment to the independent contractor agreement with SCS (Contract Number 18D2629) in the amount of $72,000 for landfill gas migration mitigation work and $25,000 for ongoing landfill gas collection system maintenance and repair.  Sufficient funding is available in the 2017/2018 County Service Area No. 9C, Recycling and Solid Waste Services budget (GL Key 625110) for this purpose.

 

It is therefore RECOMMENDED that your Board:

 

1.              Approve the attached amendment to agreement number 18D2629, with SCS Field Services for landfill gas migration mitigation work and ongoing landfill gas collection system maintenance and repair at the Buena Vista Landfill by increasing the compensation in the amount $97,000 ($72,000+$25,000) for a revised total not-to-exceed amount of $192,205 for fiscal year 2017-18, and by increasing compensation by $25,000 for a not-to-exceed amount of $120,205 for fiscal years 2017-19 and 2019-20;

 

2.              Approve the attached request for transfer of funds in the amount of $87,205 from  Buena Vista Landfill Methane Gas Projects (P51003), Capital Replacement Reserves (P51360) and BV Landfill Maintenance Facility Repairs (P51046) to Landfill Gas Power Project (P51329); and

 

3.              Authorize the Director of Public Works to sign the agreement on behalf of the County.
