Board Letter

Following passage of the Public Safety Realignment Act (Assembly Bill 109), the Board established the Santa Cruz County Community Corrections Partnership (CCP) on August 23, 2011 under the authority of Section 1230 of the California Penal Code and Section 2.38.070 of the County Code (“Committee Creation Procedures”). Since that time, the CCP and its Executive Committee have conducted planning and oversight for AB109 implementation.

 

At this time, the term for the CCP must be extended by resolution and membership reappointed in accordance with Section 2.38.070 of the County Code. The purpose and organization and procedures of the CCP remain unchanged. The CCP comprises ten officials designated by statute, and four members appointed by the Board representing certain categories. The Executive Committee is made up of six officials designated by statute and one of the County department representatives to the CCP appointed by the Board. It is requested that Supervisor John Leopold replace Carlos Palacios for the CCP seat designated for the County Supervisors or Chief Administrative Officer. The membership would then be as follows (asterisk indicates Executive Committee membership):

The original Implementation Plan developed by the CCP and approved by the Board articulates a set of core values and principles that guide ongoing implementation and continuous improvement. This plan continues to direct the implementation and refinement of community corrections strategies, with annual addenda based on outcome data and emerging opportunities. Attached is the 2017-2018 Implementation Plan approved by the CCP at its July 25 meeting.

 

The Public Safety Realignment Act has presented both a challenge and an unparalleled opportunity to enhance our County’s justice system and public safety outcomes. I look forward to the Board’s continued involvement and input in the on-going planning and implementation of this important initiative.

 

It is, therefore, RECOMMENDED that the Board:

 

1.              Adopt the attached resolution extending the term of the Santa Cruz County Community Corrections Partnership;

 

2.              Accept and approve the 2017-2018 Implementation Plan;

 

3.              Appoint the following to the CCP:

 

a.              By virtue of the office each holds: the Chief Probation Officer; the Presiding Judge of the Superior Court; the District Attorney; the Public Defender; the Sheriff; the Human Services Department Director; the Health Services Agency Director; the Workforce Investment Board Director; the Substance Abuse Program Administrator; and the County Superintendent of Schools; and

 

b.              David Honda, Watsonville Police Chief; John Leopold, County Supervisor; Karen Delaney, Director of the Volunteer Center of Santa Cruz County; and Sylvia Nieto, Program Manager of the County Victim Services Program; and

 

4.              Appoint the following to the Executive Committee of the CCP:

 

a.              By virtue of the office each holds: the Chief Probation Officer; the Presiding Judge of the Superior Court; the District Attorney; the Public Defender; and the Sheriff;

 

b.              David Honda, Watsonville Police Chief; and the Health Services Agency Director.
