Board Letter

On January 24, 2017, your Board approved a revenue agreement with the Monterey Bay Unified Air Pollution Control District (District) to fund free yard waste collection at the Ben Lomond Transfer Station as part of a plan to reduce backyard burning.  Collection days in Spring 2017 allowed for the processing of 275 tons of yard waste from 805 participants. 

 

The District has offered to partner again with the County in fiscal year 2017-2018 for free yard waste collection events.  Public Works is contributing to this program by lowering the per-ton cost to handle and process the yard waste and by providing additional staffing at the Transfer Station.

 

Attached for your Board's consideration is an agreement with the District to reimburse the County for the processing cost of the yard waste accepted at no charge to San Lorenzo Valley residents at the Transfer Station on dates to be mutually determined by the District and County.  Public Works would receive a maximum of $7,500 for this program, which will process 179 tons of yard waste.  Also attached for your Board's approval is a resolution accepting and appropriating unanticipated revenue, as the expected reimbursement was not included in the 2017-2018 County Service Area No. 9C, Recycling and Solid Waste Services Budget, GL# 625110.

 

It is therefore RECOMMENDED that your Board:

 

1.              Approve the attached revenue agreement with the Monterey Bay Unified Air Pollution Control District, dba Monterey Bay Air Resources District, for free yard waste drop-off at the Ben Lomond Transfer Station for San Lorenzo Valley residents in the not-to-exceed amount of $7,500;

 

2.              Adopt the attached resolution accepting and appropriating unanticipated revenue from the Monterey Bay Unified Air Pollution Control District, dba Monterey Bay Air Resources District, for free yard waste drop-off in the not-to-exceed amount of $7,500; and

 

3.              Authorize the Director of Public Works to sign the agreement on behalf of the County.
