Board Letter

Santa Cruz County roads received significant damage as a result of intense winter storms beginning in December 2016 and extending through March 2017.  Public Works has documented approximately 220 storm damaged sites on County roads with estimated repair costs of approximately $114 million.

On May 16, 2017, your Board approved appropriations of unanticipated revenue of $7.9 million to fund emergency contracts.  Public Works is requesting that your Board ratify emergency contracts (R number contracts) with Granite Construction for repairing a site on Soquel Drive at Aptos Street ($645,000), and Conley General Engineering for sites on Soquel San Jose Road at PM 5.36 ($250,000), and Swanton Road at PM 0.72 ($250,000).  The repair on Swanton Road is to place a temporary bridge (to be completed approximately late October 2017) until such time a permanent repair can be made in the future.

Funding is available in GL Key 621217.  Local, state and federal proclamations and declarations of emergencies have been made, which allows the County to receive reimbursements through the Federal Highway Administration and the Federal Emergency Management Agency.

It is RECOMMENDED that your Board approve Emergency Independent Contract Agreements for ($1,145,000) for storm damage repair on Soquel Drive at Aptos Street, Soquel San Jose Road at PM 5.36, and Swanton Road at PM 0.72.
