Financial Impact

The total estimated cost for renovation of the space at 1060 Emeline Avenue is projected not to exceed $333,768 under account 191015/86110. Sufficient appropriations exist to support the cost and no County General Funds are needed. Financing of this project is provided through one-time State funds.

Ratify approval of a new expenditure agreement with Selden & Son, Contract #18H0140, in an amount not to exceed $333,768, to provide construction of the Health Services Agency’s Environmental Health Services Division Water Laboratory located at 1060 Emeline Avenue.

 

Executive Summary

Laboratories serving the Health Services Agency (HSA) operations of Clinic Services, Public Health, and Environmental Health Services (EHS) are being relocated from HSA’s 1080 Emeline building in order to accommodate remodel of that building’s first floor to house expanded primary care clinic services integrated with behavioral health services. The EHS Water Laboratory (Lab) is moving to available space located at HSA’s 1060 Emeline building. To complete this construction at 1060 Emeline, HSA has finalized an expenditure agreement with Selden & Son Inc. for Board approval.

 

Background

On December 13, 2016, the Board approved renovation of HSA's 1080 Emeline for the expansion of clinical and behavioral health meeting and medical exam rooms and approved relocation of the existing laboratories to alternate locations. On December 12, 2017, the Board approved relocation of the Lab for Public Health to the University of California Santa Cruz campus, and approved utilization of existing space at 1080 Emeline for the Clinical Services Lab, primarily for phlebotomy operations. On January 9, 2018, the Board approved relocation of the EHS Water Lab to the building at 1060 Emeline, authorized HSA to execute an emergency contract in an amount not to exceed $650,000, and directed HSA to return to the Board for contract ratification at the meeting immediately following completion of contract negotiations.

 

Analysis

Per Board direction on January 9, 2018, HSA has executed an expenditure agreement with Selden & Son, in an amount not to exceed $333,768, to provide construction of the EHS Water Lab and Communicable Disease Prevention Program to be located at 1060 Emeline Avenue. The project also includes a new bathroom compliant with requirements of the American Disabilities Act. The total project cost of $333,768 includes a base contract amount of $278,140 for construction and $55,628 for contingencies.
