Recommended Actions

 

1.              Approve the attached amendment to agreement with Kittleson Environmental Consulting for environmental studies and monitoring for storm damage repair projects by increasing compensation by $50,000 for a total contract amount of $100,000; and

 

2.              Authorize the Director of Public Works to sign the amendment to agreement on behalf of the County.

 

Executive Summary

 

Board of Supervisor approval is requested to amend to increase the Independent Contractor Agreement (ICA) with Kittleson Environmental Consulting, by $50,000, for a total compensation amount of $100,000, for unanticipated environmental monitoring required by resource permitting agencies for storm damage repair projects.

 

Background

 

Compliance with various State and Federal resource agency requirements is necessary as part of the recovery process from the 2017 Winter Storms. An emergency ICA was entered into with Kittleson Environmental Consulting for environmental studies and monitoring, in the amount of $50,000 and approved by the Board on June 27, 2017.

 

Analysis

 

The initial contract amount is not sufficient to cover the costs of the work due to additional unanticipated environmental monitoring required by the resource agencies. Increasing the contract amount by $50,000 will allow sufficient funding to ensure that the required studies and monitoring continue without interruption.

 

The projects are being funded by the Federal Highways Administration (FHWA) for 88.53% of all eligible costs, with a small local match.
