Recommended Actions

1.              Approve the attached independent contractor agreement #18D0245 with Bowman and Williams, Inc., for engineering services for the Cox Road PM 1.93 2017 Winter Storm Damage Repair Project in the not-to-exceed amount of $55,000 through December 31, 2019; and

 

2.              Authorize the Director of Public Works to sign the original and duplicate original agreements on behalf of the County.

 

Executive Summary

Funding for the Cox Road PM 1.93 2017 Winter Storm Damage Repair Project has been obligated by the Federal Emergency Management Agency (FEMA) along with the State Office of Emergency Services (CALOES).  Public Works is requesting approval of an independent contractor agreement (ICA) for engineering design services.

 

Background

On January 8, 2018, Public Works requested proposals from engineering design consultants.  On January 29, 2018, Public Works received three proposals.  The proposals were ranked and the top ranked consultant was Bowman and Williams Inc., of Santa Cruz.

 

Analysis

As the Board is aware, the County of Santa Cruz experienced three separate federally declared storm disaster events that affected County maintained roadways during the 2016/2017 winter rain season.  One of the damaged sites was on Cox Road at PM 1.93.  The downslope embankment failed, resulting in the partial loss of the roadway.

 

Attached for the Board’s review and approval is an independent contractor agreement with Bowman and Williams Inc., in the not-to-exceed amount of $55,000 extending through December 31, 2019.  The Federal Emergency Management Agency (FEMA) along with the State Office of Emergency Services (CALOES) will be providing reimbursement of all eligible costs.
