Executive Summary

The Health Services Agency (HSA), in collaboration with the Sheriff’s Office, is preparing an update on progress and an expenditure agreement for housing services to provide the Gender-Specific Transitional Housing (GSTH) for women reentering the community after incarceration. A one month deferral of this program update is being requested to allow additional time to finalize a proposed expenditure agreement to provide these housing services. The service agreement is being prepared for an April 1, 2018 contract commencement date.

 

Background

On August 8, 2017, the Board authorized the General Services Department (GSD) to issue a Request for Proposals (RFP), No. 17P3-001, to provide GSTH services for women reentering the community after incarceration, and directed HSA to return in

December 2017 for approval of a new expenditure contract with the selected vendor. HSA, in open competitive procurement process, accepted proposals through September 5, 2017.

 

A vendor was selected and negotiations were initiated. Contract negotiations and budget issues added time to the process, and deferrals of the report back to the Board were approved on December 5, 2017, and January 23, 2018. Having successfully identified funds to complete the contract, HSA and the Sheriff’s Office are now collaborating to finalize the program’s expenditure agreement for housing services which incorporates appropriate service deliverables. The contract will be prepared for Board approval with a start term for services to begin with the new vendor on April 1, 2018. HSA is requesting to present the contract to your Board for approval on March 20, 2018.
