Financial Impact

Funding for this contract amendment in the total amount of $66,272.50 are budgeted as follows: Planning enhancements in the amount of $6,012.50 in 541300 / 62381 with the source of funds being available in the Technology Update and Maintenance Fund as previously budgeted in the Planning Department fiscal year 17-18 budget. The Cannabis Licensing module in the amount of $60,260 in 184000 / 62381 with the source of funds being licensing fees.

Executive Summary

Board approval is necessary to amend a current contract with Baker Crew Consulting to make a minor change to a previously approved permit tracking contract task and to add a module for permit tracking related to the Cannabis Licensing Process. The amendments will standardize the permit intake process and integrate permitting and tracking services for use by Cannabis Licensing staff. 



The Planning Department has a current contract, approved in fiscal year 2015-16, to make continuous improvements to the Planning Department’s permit tracking system, INFOR. These improvements and enhancements are designed to make the permit system more user friendly, save processing time and allow for the retrieval of more up-to-date information. Additionally, they offer the public an ability to apply, pay for and obtain various permits on line and through mobile devices.



The contract amendment consists of two separate scopes of work. The first part of the amendment will cover work required by the Planning Department to improve the credit card interface, develop an appropriate interface to synchronize with the Assessor’s database and develop on on-line application for the acceptance and payments related to various permits.

The second scope of work requires the development of a separate permit tracking module for use by the Cannabis Licensing Office, to improve inter-departmental transparency and efficiency.

The Information Services Department has reviewed and approved the preliminary scopes of work and cost for the amendments. The additional work is expected to be completed by December 31, 2019.
