Financial Impact

An Emergency Relief Grant through FHWA will cover a majority of the costs for the project. SB1 funds will cover the local match. The GL account is 621217/62330.

Executive Summary

Ratify the contract award for the Alba Road PM 1.58 2017 Storm Damage Repair project, Federal Project Numbers ER-32L0(058) with Reber Construction Company Inc., of Santa Cruz California for $778,561.71.

 

Background

On June 30, 2020, the Board approved the plans, specifications and engineer’s estimate; set bid opening and advertisement, and authorized the Deputy CAO/Director of Public Works to award and sign the contract with the qualified low bidder for the Alba Road PM 1.58 2017 Storm Damage Repair project, Federal Project Numbers ER-32L0(058).

 

Analysis

The project was advertised in accordance with the Board’s direction, and on July 31, 2020, the Department of Public Works received 3 bids.  The lowest bid received in the amount of $778,567.71 was from Reber Construction Company Inc., of Santa Cruz, California.  The engineer’s estimate was $873,160.  A bid summary is attached for reference. On September 14, 2020, the Deputy CAO/Director of Public Works awarded Contract No. 21D0515 to Reber Construction Company Inc., in the amount of $778,567.71.

 

Alba Road at PM 1.58 was damaged in the 2016-2017 storm events.  This project will restore the roadway to its pre-disaster conditions by constructing soldier pile retaining wall, guardrail, pavement replacement, striping, erosion control and revegetation and drainage improvements in the unincorporated area of Santa Cruz County.  The Department of Public Works has received authorization from FHWA to proceed with construction of the project.
