Financial Impact

Funding for the recommended service contract comes from AB109 Public Safety Realignment funding (JA8603) which is included in Probation's FY 2020-21 Budget approved by the Board of Supervisors and the Community Corrections Partnership.

Recommended Action(s):

Approve agreement with the Volunteer Center of Santa Cruz- Friends Outside (contract 21C4384) in the amount of $200,000 for AB109 Criminal Thinking & Behavior Intervention services, and authorize the Chief Probation Officer to sign the agreement on behalf of the County.


Executive Summary

The Probation Department is requesting Board approval to renew the agreement for Fiscal Year (FY) 2020/21 with additional scope of work language and service rates to include adaptations for a variety of service delivery modalities to address responsivity and adhere to social distancing guidelines.



On January 15, 2019, the Board approved the release of a Request for Proposals (RFP) to identify and select qualified vendors to provide evidence-based intervention and treatment services that address the criminogenic needs of the Adult and AB109 population in order to reduce recidivism and increase public safety. A review panel was convened, and the recommendations were approved by the Community Corrections Partnership and approved by the Board on June 11, 2019. Service agreements are on a four-year funding cycle beginning July 1, 2019. This contract (21C4384) is on the County’s Continuing Agreements List Section II. Board approval is requested due to the addition of scope language and rates for service delivery adaptations due to COVID-19 and continued social distancing.



The Volunteer Center has been partnering with the Probation Department to provide Criminal Thinking & Behavior Intervention (CTBI) services to address criminogenic needs to collectively contribute to a reduction in recidivism. Services are delivered in-custody at local correctional facilities and also through the Probation Service Center for community-based services in both North and South County. 


Last fiscal year, the Volunteer Center served 512 unduplicated individuals with CTBI services. Of these individuals, 70% served demonstrated improvements in cognitive and behavioral areas and displayed a decrease in self-serving bias as measured on pre-to-post assessments and staff observational surveys. In addition, 63% of individuals demonstrated improvements in utilizing problem solving, self-control, and communication skills as measured on pre-to-post assessments. The Volunteer Center met the expected outcome benchmark of 60% of individuals making positive improvements.

The services will increase overall public safety and reduce recidivism.
