Recommended Actions

1)              Renew the lists of on-call consultants for geotechnical engineering, environmental engineering, and civil engineering design services previously approved by the Freedom County Sanitation District for use during the 2020-21 fiscal year, with the possibility of renewing the lists annually for one additional fiscal year; and


2)              Authorize the District Engineer to issue purchase orders, as needed, with the on-call consultants.


Executive Summary

Renewal of on-call lists for geotechnical, environmental, and civil engineering services is required for continued professional services for the 2020-21 fiscal year.



In 2017, in accordance with Public Contract Code, the Santa Cruz County Sanitation District solicited and awarded on-call service contracts with geotechnical engineering firms, environmental engineering firms, and civil design engineering firms through a Request for Qualifications (RFQ) process.  The RFQ allowed for other entities in the County to contract services with these firms.  On August 7, 2018, the Freedom County Sanitation District approved the following on-call lists.


On-call geotechnical engineering firms:


1.  Pacific Engineering, Inc. of Watsonville

              2.  CMAG Engineering Inc. of Watsonville

              3.  Cal Engineering & Geology, Inc. (CE&G) of San Jose

              4.  Wreco, Inc. of Walnut Creek


On-call environmental engineering firms:


              1.  Dokken Engineers of Folsom

              2.  Drake Haglan and Associates of Rancho Cordova

              3.  Harris & Associates of Salinas


On-call civil engineering design firms:


              1.  Carollo Engineers of Walnut Creek

              2.  Hydroscience of Concord

              3.  Murraysmith of Roseville (formerly Quincy Engineering)



These consultants have performed satisfactorily and the District requests to use these on-call lists during the 2020-21 fiscal year for the service needs of specific projects.  When a firm is selected for a specific project, an independent contractor agreement will be brought to the Board for approval for any contract exceeding $100,000. 


Renewing the lists of the on-call consultants previously approved by the District will save the District costs associated with staff time to prepare Requests for Qualifications, review the submitted Statements of Qualifications, and execute on-call contracts with the selected firms.  Quincy Engineering has merged with Murrarysmith and is now known by that name.
