Recommended Action(s):

1)              Adopt a resolution authorizing the County of Santa Cruz to participate in the Help America Vote Act (HAVA) CARES Act Funding Program, approving a grant agreement with the California Secretary of State to receive HAVA COVID-19 Funding grant funds, and authorizing the County Clerk to take related actions;

 

2)              Approve the County's participation in the HAVA CARES Act Funding Program for the term of August 15, 2020 to December 31, 2020; and

 

3)              Ratify the revenue agreement (20G26144) with the State of California in the amount of $613,991, and authorize the County Clerk to conduct all negotiations, execute all future agreements to either extend the contract or increase the amount of grant funds, and submit all documents including, but not limited to, payment requests for reimbursement of HAVA CARES Act Funding grant authorized expenditures.

 

Executive Summary

The County Clerk/Elections Department requests the Board adopt a resolution approving participation in the HAVA CARES Act Funding Program and approval of a revenue agreement, in the amount of $613,991, for expenses related to conducting the November 3, 2020 Presidential General Election in response to preventing, preparing and responding to coronavirus.

 

Background

The Help America Vote Act of 2002 (P.L. 107-252) (HAVA) enacted many changes to the voter experience during an election including polling place accessibility. The County of Santa Cruz has been awarded HAVA grants in the past which helped the County purchase a voting system; survey potential voting locations; training and more.  In response to the coronavirus pandemic, the Federal Government has allocated CARES Act funding to states to assist counties to conduct a safe and accessible election on November 3, 2020.  These funds can be used to help offset the increased costs of conducting an all vote-by mail election, meeting the in-person voting requirements, hiring additional staff, specializing the training, cleaning, disinfecting, PPE, outreach to voters and more. 

 

The funds are allocated into two sections: $518,967 to be used for conducting the election and $95,024 for outreach and communication to voters.

 

The County of Santa Cruz received its first award in 2006 and was used primarily for voting equipment and polling place mitigations. The County has continuously received funds for various activities targeted to make the voting experience more accessible to voters.

 

Analysis

This current award of $613,991 will be used for purposes, including but not limited to:  training of County Clerk/Election staff and in-person voting staff on the proper way to ensure the voting location is safe environment for voters and staff to vote; the purchase of supplies needed to transition from small polling places to larger voting locations; costs of the larger voting locations; increased costs associated with mailing all active voters a ballot; and expanding the remote accessible vote by mail system (RAVBM). The term of participation for the HAVA CARES Act Funding Program grant award is August 15, 2020 through December 31, 2020.
