Financial Impact

The estimated total project cost is $600,000 for the Soquel Area Adaptive Traffic Control System project. The AB2766 Grant will provide $360,798 towards the estimated project cost, under 621100/62330. A local match of $65,000 in soft costs was budgeted in fiscal year 2019-20 CSA 9 funds. The remaining local match of $174,202 will come from various transportation funding sources and will be budgeted in the years that the funds will be spent

Recommended Actions

1)              Approve the plans, specifications and engineer’s estimate, and authorize calling for bids for the Soquel Area Adaptive Traffic Control System project;

 

2)              Set the bid opening for 2:15 p.m. on May 27, 2021, in the Department of Public Works;

 

3)              Direct the Clerk of the Board to advertise the Notice to Contractors for ten days beginning May 2, 2021, per the provisions of Public Contract Code Section 20392;

 

4)              Authorize the Deputy CAO/Director of Public Works to award and sign the contract with the qualified low bidder; and

 

5)              Direct Public Works to return on or before August 10, 2021, for ratification of the contract award.

 

Executive Summary

Public Works has prepared plans, specifications and an engineer’s estimate for the Soquel Area Adaptive Traffic Control System project.  Board approval for the recommended actions is requested to proceed with this project.  The Engineer's estimate for the project is $446,550 not including contingency, overhead, or engineering costs.

 

Background

This project involves furnishing and installing In|Sync Adaptive Traffic Signal Systems, manufactured by Rhythm Engineering, at six (6) traffic signal intersections in the Soquel Area of the County of Santa Cruz, including furnishing and installing In|Sync systems with necessary cables, conductors, ethernet devices, modems, cameras, mounting hardware, and fabric innerduct at each of the six traffic signals.  All devices for the In|Sync Adaptive System, including cabling, conductors, ethernet devices, modems, cameras, mounting hardware, and fabric innerduct will be installed within existing traffic signal cabinets, conduit runs, and on to existing signal mast arms at each traffic signal.  

 

The plans and specifications for the subject project have been placed on file with the Clerk of the Board for the Board's consideration. 

 

Analysis

With Adaptive Signal Systems installed in the Soquel Area of the County, benefits include improvements to traffic flow and reduction of delay times through the Soquel Village corridor.  The Adaptive Signal Systems will collect and process real time traffic data, then adjust signal timings to maximize efficiency thereby improving traffic flow and reducing vehicular emissions.  In|Sync is the only real-time adaptive traffic control system.  The system is designed to track vehicle delay and approach queues to better optimize green lights and provide smoother flow of traffic through a network of traffic signals.  With In|Sync’s digital state operation, it can provide dynamic operations to better respond to ever changing traffic conditions in the moment.
